Van Gogh painted this in 1889 from his room at the Saint-Paul-de-Mausole asylum. He couldn't go outside at night, so he painted what he imagined the sky looked like from memory and from what he could see through the window during the day. The swirling is not dramatic license. It's how he actually saw it.
